ARTICLE TITLE: Administrative Reform and Its Projects in Modern Russia: Were There Advocacy Coalitions?

ABSTRACT: The article discusses the reform of Executive power in the Russian Federation in the period of 1990s – 2000s from the public support coalition participants point of view. Consistently considering the stages of administrative reform, the authors conclude that the reformers gradually came from non-public work on the reform to the fact that the composition of actors involved in the process need to be expanded to include representatives of civil society and expert community. However, for various reasons, the full inclusion of NGOs, experts and media in the process occurred that adversely affected the results of the reform.
