ARTICLE TITLE: The Dilemma of the "Farmers vs. Agricultural Holdings" in the Context of Import Substitution

ABSTRACT: This article discusses the reasons for the rapid growth of agricultural holdings in the 2000s in Russia. Russian specificity consists in the fact that agricultural holdings are autonomous from other economic structures. This contrasts with the global practice of contracting between large agricultural companies and farms. Russia announced a policy of import substitution. As this takes place under conditions of hard budget constraints, the government has to choose the priorities of agricultural policy. And this choice was made in favor of agricultural holdings, which makes hope for a mixed agrarian economy even more ghostly.
