ARTICLE TITLE: Law and Social Mobilization in the Totalitarian State: the National Debate over Stalins Constitution

ABSTRACT: The National debate over 1936 Soviet Constitution can be interpreted as a skillfully organized and implemented PR-action, which resulted in the radical transformation of the Soviet consciousness. The construction of new social stereotypes based on the intensive information campaign combined with terror created the framework of Soviet legal and political system. The investigation of this experiment in target-oriented social engineering is important for theoretical and historical understanding of Stalinism as well as for the reconstruction of cognitive methods and manipulative technologies of the total power in general.
